
HC directs Karnataka govt to permit probe against Rohini Sindhuri IAS
The Karnataka High Court directed the state government to grant mandatory approval under Section 17A of the Prevention of Corruption Act so the Lokayukta police can register an FIR and investigate IAS officer Rohini Sindhuri. Activist NR Ravichandre Gowda had complained that Sindhuri, as Mysuru Deputy Commissioner and Managing Director of Karnataka Handloom Development Corporation, approved procurement of 14,71,458 eco-friendly cloth bags at Rs 52 per piece when the market rate was allegedly Rs 13, causing a claimed loss of Rs 5.88 crore. The Department of Personnel and Administrative Reforms had earlier refused sanction after a departmental inquiry, blocking any criminal probe. Justice M. Nagaprasanna held that Section 17A is meant to prevent frivolous harassment, not shield officials from accountability, noting the complaint was supported by documents and appeared to show abuse of office and financial loss. The court criticised the government’s failure to meaningfully reconsider sanction, said a further remand would be futile, and ordered the Chief Secretary to accord approval for FIR registration and investigation within four weeks, distinguishing between lesser-threshold departmental proceedings and criminal investigation.
